Checked on Windows 10. Just double clicked and it runs smoothly. Tried following: Loaded route. Generated report. No issue with the upload. Try: 1) Blocking your Anti Virus first. 2) Its just a portable version, if you have access to a different PC or laptop, try running there from a flash drive. 3) Right click on file and "Run as administrator."

Check if the C:\Users\"username"\AppData\Roaming\VOS folder is empty, delete all files if it is not, and then start the program again. if you run from flash drive, delete unpacked data folder from root of flash drive.
